Brian D. Sparling, a Senior Member of IEEE, is a Regional Manager with Dynamic Ratings Inc. Brian has over twenty years of experience in the field of power and distribution transformers. For the last 23 years he has been involved in all aspects of monitoring and diagnostics and condition assessment of power transformers.
He has authored and co-authored more than 20 technical papers on various topics dealing with the monitoring and diagnostics of transformers.
He has worked on many guides and standards with the Canadian Electricity Association, IEEE Transformers Committee and, the CIGRÉ A2 Transformer committee.

Chakrit Sap-aneknan received his B.E. degree from King Mongkutt's Institue of Technology Ladkrabang, Thailand in 2011. He has joined Electricity Generating Authority of Thailand (EGAT) since 2012. 
He is presently working in Power Quality Section, Power System Analysis Department. His expertise is in the power quality and harmonic study. His current role is to provide technical service and advice on the power quality area.

Chian Yaw started to work for Nynas Pte Ltd (Singapore) in May 2008. During the period of 2008-2014, he worked as Regional Sales Manager for South East Asia and parts of North East Asia, including Taiwan and Japan. Starting January 2015, Chian Yaw embarked on his new role as Head of Technical Development & Market Support for AsiaPacific, and continued to be based in Singapore. This position covers a variety of applications for Nynas specialty mineral oils and particularly that of insulating oils.
Prior to working in Nynas, Chian Yaw has worked in several applicationdevelopment and technical roles with Dow Chemicals, DuPont Dow Elastomers, 3M and ICI Polyurethanes.
Chian Yaw received his Bachelor Degree in Chemical Engineering from the National University of Singapore. He also has a Master Degree in Business Administration from the Royal Melbourne Institute of Technology, Australia.

Dave Hanson is the President of TJ/H2b Analytical Services. He has been active in the field of insulating materials testing since 1978. His involvement includes the development of test methods and diagnostic criteria for high-voltage electric equipment. His greatest focus has been on transformers, on-load tap-changers, as well as gas-filled and oil-filled circuit breakers.
Dave Hanson holds a master's degree in chemistry from California State University-Sacramento.

Diego Robalino currently works for Megger North America as Principal Engineer focused on analysis of complex electrical testing procedures. Robalino has over 20 years of involvement in the electrical engineering profession with management responsibilities in the power systems, oil and gas, and research arenas managing the design, construction and commissioning of electrical and electro-mechanical projects. He received his electrical engineering PhD from Tennessee Technological University (USA). He is a senior member of the IEEE and member of the IEEE transformers main committee. He is the Chairperson for the TF on winding power factor and insulation resistance acceptance limits.
Dr. Robalino is very active with the IEEE Dielectrics Society (DEIS) where he is the Vice-Chair for the 2019 Electrical Insulation Conference.
Dr.Robalino is author and co-author of technical papers and articles presented at major international conferences.

Enrico Conte, a Swiss/Italian binational, holds a PhD in Mechanical and Process Engineering from the Swiss Federal Institute of Technology (ETH) in Zurich, Switzerland.
In his professional career in the power industry, he has worked in conventional and renewable power generation, energy storage, and Power Transmission & Distribution, with focus on technology and product development. He is an expert in techno-economic and risk-based evaluations and optimization, also applied to asset maintenance technology.
In ABB, he is currently responsible for the development of SW-based methodologies, enabling the design of customer- & reliability-centred life-extension & maintenance solutions.
He additionally advises the Swiss Federal Agency for Technology & Innovation on the assignment of seed and research funding.

Thomas studied electrical engineering at RWTH Aachen University in Germany and received a PhD in High Voltage Technology. He is a specialist in grid planning, grid integration of dispersed generation units based on renewable energies. After some years working for research institutes where he certified the first wind turbines in conformity to German grid codes, he worked in asset management and innovation management for a DSO in Germany. In the last four years, Thomas has been responsible for the business development of voltage regulation distribution transformers (VRDT) at MR. Eduard Abbagu is a Maintenance Engineer at the 1000MW Santa Rita, 500MW San Lorenzo, and 414 MW San Gabriel Combined Cycle Gas Turbine Power Plants in the Philippines. He has been working with First Gen Corporation since 2015, with special focus on maintenance of Power Transformers, Turbogenerators, and High Voltage Transmission Lines.
He received his bachelor's degree in electrical engineering at University of Batangas and graduated with Latin Honor (Cum Laude). He is currently pursuing his master's degree in energy engineering at University of the Philippines – Diliman, and also a part-time instructor at the Electrical Engineering Department of University of Batangas.

Gobi Kannan is Registered Professional Engineer & Chartered Electrical Engineer (IET UK) in Tenaga Nasional Berhad Transmission Division, Malaysia. He is also CIGRE A2 Workgroup Representative Member representing Malaysia National Committee. He is currently responsible for new technology assessment, diagnostics and equipment performance improvement for Transformer Unit in Engineering Department of TNB.
In his previous position, Gobi was responsible on the Asset Management and Maintenance Department. In this role, he was responsible to perform technical assessment and evaluation on this new technology. Furthermore, he was the secretary for launching the ASEAN Bushing Guidebook and Gobi holds a Bachelors Electrical Engineering Degree from Western Michigan University and Masters of Power Engineering from Tenaga Nasional University.

Hiroki Ito is currently Senior Chief Engineer of Energy & Industrial System Group, Mitsubishi Electric Corporation. He was the Convener of CIGRE WG A3.22 and 28 that investigated the specifications of UHV substation equipment. He is also the members of IEC62271-310 MT40: Electrical endurance tests of Circuit breakers, and IEC62271-302: Controlled switching. He is the former Chairman of CIGRE Study Committee A3: High voltage equipment since 2012.

Karl Haubner joined Doble Engineering in 2004 and is employed as the High Voltage Test Application Engineer servicing the Asia-Pacific region. Prior to his appointment with Doble Engineering he worked for a Utility in Western Australia. As the Superintendent of the HV Test Laboratory he was responsible for all technical aspects of the test group such as development and introduction of new condition monitoring techniques on distribution, transmission and generating plant.
In addition to his employment with Doble Karl also provides testing and consultancy services to the industry via his company High Voltage Solutions and in Malaysia via GTS Malaysia. He is the author of several technical papers on condition monitoring of HV assets and cable fault location and has delivered short courses on testing techniques at University and Industry level. Karl has a Diploma in Electrical Engineering and is member of Cigre D1 and Australian Standards Committee EL-007.

Kevin J. Rapp is the Principal Chemist for Global Dielectric Fluids of Cargill. With nearly 40 years at Cooper Power Systems, including 27 years in R&D where he co-invented Envirotemp™ FR3™ fluid and found that ester liquids enhance the life of cellulose insulation that can extend the life of transformers. Kevin joined Cargill in June 2012 after the dielectric liquid business was acquired from Cooper PS.
Kevin is involved in many international standards as Technical Advisor/Chairman of USNC of ANSI/IEC TC10 (insulating fluids), USNC technical expert of IEC TC 14 (power transformers), ASTM D27.15 and D27.91 insulating fluids Subcommittees. Kevin was awarded the IEC 1906 Award in 2011, the US-EPA Presidential Green Chemistry Award in 2013 for the FR3 fluid in transformer development, an ASTM Service Award in 2015 and was installed as an ASTM Fellow with Distinguished Merit Award in May 2018. He holds many patents and has published numerous papers as a member of ACS, AOCS, ASTM, CIGRE, IEC and IEEE.

In CIGRE, he has been involved in Study Committee B3 since 2000. Mr. Foata obtained his Bachelor's degree in Mechanical Engineering from École Polytechnique de Montréal in 1983 and his Master's degree in Engineering Mechanics from UCSD (University of California San Diego) in 1984.
Mr. Foata has held numerous engineering positions within a major Canadian utility (Hydro-Québec) over a career spanning from 1985 to 2010. From R&D, to Maintenance, Specifications and Asset Management, Mr. Foata covered all aspects of transformer engineering from a utility perspective. In 2011, he joined Maschinenfabrik Reinhausen (MR) to manage the new Canadian Office located in the Montreal Area and since 2016 he holds the position of Senior Technical Advisor at MR corporate offices in Regensburg, Germany.
Mr. Foata is member of CIGRE for which he has been active in numerous working groups. He has co-authored more than 20 technical papers on transformer and OLTC management and testing. In 2013, he received the CIGRE Technical Committee Award for his contribution to the work of Study Committee A2 – Transformers.

Muhammad Daghrah finished his PhD (2017) in electrical and electronic engineering from The University of Manchester with transformer thermal modelling as the researched subject. He also holds MSc (2013) in Electrical Power Systems Engineering from the University of Manchester and BEng (2010) in Electrical Engineering from Birzeit University in Palestine.
Muhammad worked from 2010 till 2012 as a Teaching Assistant at Birzeit University at which he was responsible for lab developments and students training on diverse topics including electrical machines, machine drives, wireless communications, and engineering drawings through which he developed strong interpersonal, teaching, and communication skills. In 2018, he joined MIDEL technical team as an applications engineer with responsibilities involving technical support for customers, leading research in understanding transformer thermal behaviour with alternative liquids, attending exhibitions and technical conferences.

Pantaleon L.T. Su, a BEM Professional Engineer and ASEAN Engineer, is the Custodian Engineer for Distribution is PETRONAS. He has thirty years of experience in the oil and gas industry, dealing with power generation, distribution, drives, protection and control. Since 2009, his main role has been to provide technical direction and solutions to projects and operating plants.
Pantaleon has authored and delivered several papers at local and international conferences over a wide range of subjects in the electrical field. His present focus is on high voltage, distribution equipment and is currently leading initiatives in PETRONAS to improve the reliability of high voltage equipment.

Prof Stefan Tenbohlen

Head of the Institute of Power Transmission and High Voltage Technology @ University of Stuttgart, Germany

Stefan Tenbohlen received his Diploma and Dr.-Ing. degrees from the Technical University of Aachen, Germany, in 1992 and 1997, respectively. 1997 he joined ALSTOM Schorch Transformatoren GmbH, Mönchengladbach, Germany, where he was responsible for basic research and product development. From 2002 to 2004 he was the head of the electrical and mechanical design department. 2004 he was appointed to a professorship and head of the Institute of Power Transmission and High Voltage Technology of the University of Stuttgart, Germany. In this position, his main research fields are high voltage technique, power transmission and electromagnetic compatibility (EMC).
Prof. Tenbohlen holds several patents and published more than 400 papers. He is a member of the IEEE, CIGRE SC A2 (Power Transformers), german CIGRE committees of A2, D1 (Emerging Technologies), C4 (System Technical Performance), several international working groups and the chairman of German Power Engineering Society VDE-ETG FB Q2 (Materials, Electrical Insulations and Diagnostics).

Somgiat Dekrajangpetch received his Ph.D. in Electrical Engineering, M.S. in Electrical Engineering, and M.S. in Economics, at Iowa State University, U.S.A. He received his B.S. degree in Electrical Engineering from Chulalongkorn University, Bangkok, Thailand. He had experienced in electricity market restructuring including power pool and third-party access.  He is currently Asset Optimization Senior Vice President at Glow Group Thailand with main responsibilities of asset optimization including power plant efficiencies, portfolio optimization, and O&M data analytics. Before he joined Glow Group, he was working with power utility in U.S. He had also served as part-time adjunct instructor of MBA program in various universities. My name is Sugumar Shunmugam. I received Bachelor of Electrical Engineering from University Technology of Malaysia, in 1998 and Master of Business Administration (MBA) from Cardiff Metropolitan University, London, in 2018. I joined Tenaga National Berhad (TNB), Malaysia, in 1998, as an Electrical Engineer and now holding the position of Principal Engineer of the Live Maintenance Unit.
My working experiences include managing live maintenance work for high voltage 132/275/500kV transmission lines and substations, managing Emergency Restoration System (ERS) works for emergency overhead lines conditions and trainer for overhead lines and substation live maintenance. Among my responsibilities are to provide technical knowledge and skills for linesmen on live work, to strategise work policies and safety practices and to enhance work competencies. My special field of interests are in risk management and occupational safety and health.
I have presented technical papers in various conferences, including Conference of ASEAN Federation of Engineers Organization (CAFEO), International Conference on Live Maintenance (ICOLIM) and Conference of Electric Power Supply Industry Conference (CEPSI). I am member of Institution of Engineers Malaysia (IEM) and Institution of Engineering and Technology (IET), U.K.

Tony McGrail is Doble Engineering Company's Solutions Director for Asset Management and Monitoring Technology, providing condition, criticality and risk analysis for many organizations. Previously Tony spent over 10 years with National Grid in the UK and the US. In the UK he was a substation equipment specialist, with a focus on power transformers, circuit breakers and integrated condition monitoring. In the US he took on the role of substation and distribution asset manager, identifying risks and opportunities for investment in infrastructure.

Shinki Noguchi was born in Shizuoka prefecture, Japan and received Master’s Degree of Electrical Engineering and Computer Science in Nagoya University, Japan. He has been working for Chubu Electric Power Co., Inc. since 2006. He has been engaged in various activities, such as maintenance and construction policy, asset management for substation equipment, international consultancy services and so forth as an assistant manager of Substations Section in Chubu Electric Power Co., Inc.
In CIGRE activity, he has contributed to a lot of sessions and working groups regarding maintenance, construction, asset management and so on since 2012. Now he is a convener of WG B3.53 “Guidelines for Fire Risk Management in Substations” and a member of WG B3.48 “Asset health indices for equipment in existing Substations”.

Adrian Sim has more than 10 years of experience in power utility industry, covering interconnection, transmission and distribution planning and research and development. He currently holds the position of Manager for Interconnection Unit for System Planning, at the state-owned electric utility and energy development company, Sarawak Energy Berhad, located in Sarawak, Malaysia.
He oversees the network development plans including the interconnection with the nearby countries. Adrian was part of the team that worked on the Sarawak – West Kalimantan Interconnection project.
He is currently a registered electrical engineer with BEM (Board of Engineer Malaysia). He holds a Bachelors of Electronic and Electrical Engineering and Master of Science from University of Leeds (UK).

He is also rewarded for Dr.techn. degree from the Institute of High Voltage Engineering and System Management, Graz University of Technology, Austria in 2013. Currently, he works as associate professor at King Mongkut Institute of Technology Ladkrabang, Bangkok, Thailand. His research activities have been mainly involved partial discharge measurement, insulating liquid, solid insulation characteristics, high voltage testing and high voltage measurement techniques, high voltage equipment monitoring and diagnostic, lightning and grounding problems, and electromagnetic compatibility in high voltage field.
